Water is a liquid and we call the way liquids feel “wet”. (In the same way we call fire “hot” or wood “hard”). It’s the combination of how water moves and how its temperature and pressure feel that makes our brain think it’s wet.
By the way, some people say that water itself isn’t wet at all but that it makes other things wet. 😉
