Not sure, I guess they must develop quite early on in our development as an embryo, or somehow be connected to another major bodily system that is shared between male and female. Can you tell I’m not a biologist?
Everyone actually begins life in the womb as a female and so develop nipples. However, by day 60 the male hormone testosterone kicks in and males develop their male characteristics but the nipples are there to stay!
